Singapore's need for foreign talent

The recently announced Budget 2018 seems to ignore Singapore's approach to foreign talent in the face of major manpower and demographic challenges. Foreign manpower has been a highly charged issue for many years and during the months prior to the Budget 2018 several lobbies were organised to promote a more flexible approach to foreign manpower.

 

The business community argues foreign manpower is needed to realise the adaptation of new technologies and digital skills that are believed to be necessary in order for Singapore's economy staying competitive.

However, the Parliament seemed to focus on the proposed changes in Goods and Services Tax (GST) and therefore neglecting the discussion on foreign manpower policy.

 

The foreign manpower approach seems to be fundamental to the country's future economic development. For one, companies say they are already losing out on growth opportunities, mainly due to a shortage of highly-skilled tech talent. Talents equipped with skills that are needed to fill positions, such as data analytics, artificial intelligence and cybersecurity, are scarce in Singapore and need to be attracted from other countries. Companies struggle with current government policies, especially when it comes to the Employment Pass salary levels, where quotas apply.

 

Adding the challenge of the aging population to the mix, it is crucial for Singapore to invest in attraction and development of new skills. The government has been launching a variety of programmes (e.g. Professional Conversion Programme and Capability Transfer Programme) to invest in local talent giving them advantage compared to foreign workers. If these initiatives are in time to create the urgently needed changes remains to be seen. In the meantime, local businesses continue to press for relaxation of foreign labour policies.

Asia Pacific Maritime 2018

In March Gemini Personnel participated in Asia Pacific Maritime (APM) 2018, the premier event in Southeast Asia for companies active in the Shipbuilding & Marine, Workboat, and Offshore industries,
