Shanghai Releases New Regulations Regarding Requirements for Visas and Permanent Residency |
The Shanghai Public Security Bureau has announced several new immigration policies to simplify the visa application processes for foreign employees, especially foreign talents working in the high-tech and innovative sectors. These include a more open policy on permanent-residence procedures as well as simplifying the visa-application procedures for students, foreign investors and others.
The new regulations aimed at reducing the restrictions for permanent residency permits, or “green cards” is in response to the city’s efforts to establish a global science and innovation center. Researchers and deputy professors working in Shanghai will now be able to apply for and obtain green cards as of 1st July 2015. Also foreigners who have worked consecutively for at least four years in Shanghai, and who have lived in China for more than six months each year with a considerable annual salary, assured living address, good tax record and employer’s recommendation will also be eligible to apply for permanent resident permits.
Unlike the old rules, the new ones do
not rely on an applicant’s professional
title as a requirement. Previous
applicants needed to be a senior
consultant working as deputy general
manager or equivalent level or above, in
the enterprises and agencies of the
departments of National Congress or
provincial organizations or other major
engineering and scientific research
projects.

The new visa regulations in Shanghai will see highly skilled foreigners in certain fields who have been recognized by the municipal government, able to receive a five-year working visa. They also will be eligible to apply for permanent resident permits after three years. Additionally, such experts without a valid visa will be able to apply for a talent visa upon arrival. According to the above figures, Shanghai is already the most populous expat city. This news will certainly be welcome by the experienced expat community here and possible give rise to new opportunities to those seeking to enter the local market.
